IP targeting

The amount of ip ranges which can be applied in one campaign is 5000 only
Make sure there are no spaces, neither any odd elements between ip ranges

The format of IP ranges must be "a.b.c.d - a.b.c.d"
The subnet mask isn't supported by the system, e.g. "a.b.c.d/24"
